A special September 30, 2015 board meeting was called to order in the Commissioners Meeting Room, Lewis County Fire District #6, station 61, by Linc Haymaker at 1850. Board members present were Linc Haymaker, Eugene O’Neill, James Van Ornum, Teresa Haymaker, and Don McDougall.

Teresa reported the following nominations have been received for the 2016 Board:

                President: Linc Haymaker, Ron Nordlund

Vice President: Eugene O’Neill, Walter Wilson

                Secretary: Veda Moline

2 At-Large positions: James Van Ornum, Jerry Randall, Paul Van Dyck, John Ellingson

Linc reported on steps needed to bring the two repeaters into compliance with the FCC Part 97 rules.

1.       Need to be able to control the repeaters remotely over a channel separate from the repeater channel. It was proposed that 440 MHz transceivers be used. Eugene moved, Don seconded, that we spend up to $300 for 2 440 MHz transceivers systems to control the two repeaters (Baw Faw and Crego Hill). The motion passed unanimously.

2.       The repeaters need an ID posted on the outside of their respective shacks. The ID will be laminated paper.

3.       A copy of the WA7UHD license should be at the two repeater sites. Need to see if Jeff Mayfield, the WA7UHD trustee, has the original license.

4.       The goal is to be able to install these updates by the end of 2015.

We discussed ideas to generate more donations to support the Baw Faw repeater:

1.       Have a voice announcement on the repeater with information about contributing to the operation of the repeater. This will require a voice recorder/playback system on the repeater.

2.       Send letters to the users of the repeater suggesting yearly contributions.

3.       Mention the need for contributions at the CVARS meetings.

Ideas to increase the CVARS members’ pride in the club included:

1.       T-shirt, button up shirt, jacket, patch or decal with the CVARS logo. Eugene will check with the Campbell’s to see what they might suggest. Teresa will check with Alderson’s.

2.       One-on-one recruiting of members for specific tasks to support the club.

We don’t know if anyone has volunteered to chair the refreshment committee for 2016. An unanswered question was do we want to just have coffee available? Are munchies needed? Could we have members sign up to provide refreshments for one month?

We need to check all appearances of CVARS on the web to be sure they are up to date and to know who manages the individual appearances. For example, Jeff Mayfield manages the CVARS account, which needs to be update to include the Baw Faw repeater. Who manages the ARRL club record? James has been updating it as the secretary. Where does mail to get forwarded to? James checked and the email account has not been activated.

Teresa reported that she has a square account to accept credit card payments for CVARS membership and BAW FAW donations. The possibility of registering for 501c non-profit status with the IRS was raised. We need to find out what the requirements are for yearly tax returns.

We discussed raising the club dues and raising the dues for family members in the same household as the primary club member. It was felt that the club finances were in good shape and did not need an increase in dues at this time. It was also felt that charging even $5 per year for additional family members would lead to those members choosing to not belong to the club. So it was decided to not change the dues structure for 2016.

Teresa presented proposed changes to the bylaws and a new policies document for our review.

Linc adjourned the meeting at 2057.

The October 7, 2015 board meeting was called to order by Linc Haymaker at 1852. Board members present were Linc Haymaker, Eugene O’Neill, James Van Ornum, Teresa Haymaker, Reita Campbell, Don McDougall and John Ellingson.

James shared the minutes from the September 30, 2015 board meeting with the board members. A statement about the dues discussion needs to be added.

Teresa reported the following board nominations for 2016:

                President: Linc Haymaker, Ron Nordlund

                Vice-President: Eugene O’Neill, Walter Wilson

                Secretary: Veda Moline

2 At-Large Members: Jerry Randall, Paul Van Dyck, John Ellingson, James Van Ornum

Bob Majoros volunteered to help with refreshments if no one else volunteers.

James reported that the email address is not active. Who can active it?

The first Electronics Workshop was held on September 24. The next meeting will be October 29 to work with oscilloscopes.

The board meeting was adjourned at 1906 by Linc Haymaker.

The October 7, 2015 general meeting was called to order by Linc Haymaker at 1932 with the Pledge of Allegiance to the Flag followed by people introducing themselves. The attendance sheets and CVARS Sunday 8PM Net Controller sheet were passed around.
